ICAM Level Gold
Owners of NRC systems require various levels of identity assurance for subscribers and their surrogates to utilize the services these systems provide. The degree of confidence needed to ensure that the subscriber’s claimed identity is their real identity is dictated by the risk of potential impact involved - authentication, proofing, and federation errors with potentially worse consequences require higher levels of identity assurance.
For identity assurance the NRC follows the National Institute of Standards and Technology (NIST) Special Publication 800-63-3 Digital Identity Guidelines dated June 2017 for guidance on requirements for enrollment and identity proofing of subscribers that wish to gain access to resources at each Identity Assurance Level (IAL). The requirements detail the acceptability, validation, and verification of identity evidence that needs to be presented by a subscriber to support their claim of identity. The ICAM Level Gold identity assurance level is an additional assurance level based on these NIST guidelines to address specific NRC use cases.
ICAM Level Gold identity assurance requires the subscriber to provide, in digital form, a current photo and one document from the list below:
- Driver's license or an ID card issued by a state or possession of the United States (provided it contains a photograph)
- U.S. Government PIV Card
- U.S. Passport (or Passport Card)
- U.S. Military ID card
- U.S. Military dependent's ID card
- Permanent Resident Card or an Alien Registration Receipt Card (Form I-551)
- Employment Authorization Document that contains a photograph (Form I-766)
The provided document:
- May not be expired
- Must be U.S. Government Issued (Federal, State, or Local)
- Must reflect your current legal name
Upon verification of a subscriber’s identity a Level Gold Digital Credential can be issued allowing the subscriber access to systems approved by the affiliated program sponsor.
